Obtaining Permanent Residence from the Business Manager Visa: Requirements Explained

One of the requirements for obtaining Permanent Residence is satisfying the period-of-stay requirement.
As a general rule, the period of stay is:
Both ① and ② above must be satisfied.
While the period of stay is in principle 10 years, the following 6 cases are exceptions in which this period is shortened from 10 years.
This page explains ④ “Persons recognized as having made contributions to Japan in fields such as diplomacy, society, the economy, and culture,” and ⑤ “Persons recognized as having made contributions to Japan through certain activities prescribed by law.”
Those falling under “Persons recognized as having made contributions to Japan in fields such as diplomacy, society, the economy, and culture” satisfy the period-of-stay requirement by residing in Japan for 5 years or more.
The key points are not only that the period is shortened to 5 years, but also that the residence does not need to be “continuous.”
In addition, those falling under “Persons recognized as having made contributions to Japan through certain activities prescribed by law” satisfy the period-of-stay requirement by residing continuously in Japan for 3 years or more.
(1) Persons who have served in Japan as members of a diplomatic mission or consular post and contributed to enhancing friendly and cultural exchanges between Japan and their sending country
(2) Persons who have a career of serving as a Director-General, Deputy Director-General, or an equivalent or higher position at the secretariat of an international organization to which Japan belongs
(1) Persons under (a) or (b) below who have contributed to the development of Japan’s economy or industry through their activities
(a) Persons who have been engaged in the management of a Japanese listed company (or a Japanese domestic company of comparable scale) for approximately 3 years or more
(b) Persons who have previously been engaged in the management of a company in (a) above for approximately 3 years or more
(2) Persons who have been engaged in the management of a Japanese domestic company for approximately 3 years or more, and who, during that time, contributed to the development of Japan’s economy or industry by making continuous investments of 100 million yen or more
(3) Persons who have been engaged in managerial positions or equivalent duties at a Japanese listed company (or a Japanese domestic company of comparable scale) for approximately 5 years or more, and who contributed to the development of Japan’s economy or industry through their activities during that time
(4) Persons who have contributed to the development of Japanese industry and received an award as the result of a nationwide selection process
Example: The Grand Prize or Special Award of the Good Design Award (sponsored by the Japan Industrial Design Promotion Organization)
(5) Persons who, through their activities as cutting-edge or highly skilled engineers, have made significant contributions to the development of Japanese agriculture, forestry and fisheries, industry, commerce, or other industries
(6) Persons who have been engaged for approximately 5 years or more in projects involving competent ministries and agencies aimed at contributing to the development of “growth fields” such as IoT or regenerative medicine, and who contributed to the development of Japan’s economy or industry through their activities during that time
(1) Persons who have received an award that is generally recognized as authoritative in fields such as literature, fine arts, film, music, theater, traditional performing arts, or other cultural and artistic fields
Examples: Venice Biennale Golden Lion, Praemium Imperiale, Academy Awards, Cannes Film Festival awards, Venice Film Festival awards, Berlin Film Festival awards
(2) Persons in a leading or leadership position in fields such as literature, fine arts, film, music, theater, traditional performing arts, or other cultural and artistic fields, who have engaged in activities in Japan for approximately 3 years or more and contributed to the advancement of Japanese culture
Persons under (a) or (b) below who have contributed to raising the standard of higher education in Japan
(a) Persons who have engaged in educational activities in Japan for approximately 3 years or more as a full-time professor, associate professor, or lecturer at a Japanese university (or an equivalent institution) as prescribed by the School Education Act
* Includes those who, while not full-time professors, have an equivalent substance of employment
(b) Persons who have previously been engaged in the duties of (a) above in Japan for approximately 3 years or more
The following persons recognized as having achieved remarkable results through their research activities:
(a) Persons whose papers, etc., produced as research results have been published in academic journals, etc., and have been cited multiple times in papers, etc., by other researchers
(b) Persons whose papers, etc., produced as research results have been published multiple times in academic journals, etc., the publication of which is decided through a fair review process
(c) Persons whose papers, etc., produced as research results have been published numerous times in authoritative academic journals, etc.
(d) Persons who have given lectures, etc., with high acclaim at academic societies generally recognized as authoritative
(1) The following persons who are engaged in activities related to the instruction or promotion of the sport, etc., in question in Japan:
(a) Top finishers in renowned worldwide sporting competitions or other tournaments such as the Olympic Games or World Championships
(b) Persons who, as coaches, instructors, or similar, made significant contributions to those top finishes
(2) The following persons who have been engaged in activities related to the instruction or promotion of sports, etc., in Japan for approximately 3 years or more:
(a) Top finishers in international-scale sporting competitions or other tournaments other than those in (1) above
(b) Persons who, as coaches, instructors, or similar, made significant contributions to those top finishes
(3) Persons who have made significant contributions to the promotion of sports, etc., in Japan
(1) Persons in the social welfare field who have contributed to the development of Japanese society and received an award as the result of a nationwide selection process
Examples: One More Life Worker Volunteer Award, the various awards of the Social Contribution Awards
(2) Persons who have made significant contributions to Japanese society or welfare through public-interest activities in Japan
(1) Persons who have received an award from an international organization, foreign government (or equivalent body) that is internationally recognized as authoritative
Examples: Nobel Prize, Fields Medal, Pritzker Prize, Legion of Honour
(2) Persons who have received the following awards from the Japanese government:
(3) Persons who have been appointed or commissioned as committee members, etc., by the Japanese government or a local government and have engaged in activities for the public interest for approximately 3 years or more
(4) Persons who, through medical care, education, or other professional activities, have made significant contributions to maintaining or developing Japanese society or local activities
Here, “certain activities prescribed by law” refers to activities falling under either Notification 36 or Notification 37 of Designated Activities, conducted at public or private organizations located within a designated area of a regional revitalization plan certified under Article 5, Paragraph 16 of the Regional Revitalization Act.

In such cases, the organization to which the person belongs in order to conduct the activities must also properly satisfy the statutory requirements regarding the work environment and residence management system.
The above activities must be conducted at public or private organizations located within the designated area of a regional revitalization plan.
Even if you formally fall under the activities described above, Permanent Residence may be denied if the substance is lacking.
In particular, where there are open-ended terms such as “enhancement,” “development,” or “advancement,” it is important to be able to objectively analyze your own activities and explain specifically what effects they have had on Japan.
Residence status and similar factors also have an impact, so be sure to be extremely careful to avoid any wrongdoing.
