Important Announcement: Legal Changes to the “Business Manager” Status of Residence

We would like to inform you about significant upcoming changes to the requirements for the “Business Manager” status of residence. These changes are expected to take effect in mid-October 2025 and are crucial for anyone involved in business operations or who will be applying for an extension of their status.

Main Changes

The new legal requirements will mandate that applicants satisfy all three of the following conditions:

• A capital or investment amount of at least 30 million yen.
• The employment of at least one full-time employee.
• At least three years of experience in business management, or a master’s degree or higher in business management.

These new requirements are very strict. Currently, only 4% of companies with a “Business Manager” status of residence have a capital of 30 million yen or more. Furthermore, considering all companies in Japan, 91.1% have a capital of less than 30 million yen, which highlights how high this new hurdle is. Additionally, there is a possibility that a confirmation document for the new business plan from a certified public accountant or a small and medium-sized enterprise management consultant will be required as a submission document.

Due to these legal changes, the barrier for new applications will become significantly higher.

For Those Who Already Hold a “Business Manager” Visa and Are Awaiting a Renewal Application

The new standards are expected to apply to renewal applications as well. However, since applying the new standards suddenly would be too strict for those who have properly conducted business management activities under the previous requirements, there is a possibility of individualized consideration. A definitive policy on this matter is expected to be decided based on the results of the upcoming public comment process.
