This is a support service for foreign business owners living overseas who wish to start a business in Japan and obtain the Business Manager visa (through a Certificate of Eligibility, “COE”).
This page explains the flow of procedures and our support plans for cases where there is someone in Japan (a “collaborator”) who can carry out or assist with procedures such as company formation on your behalf. From the prior company formation through to the completion of your visa, our specialists provide reliable support every step of the way.
How to Obtain the Business Manager Visa (COE Application)
Working together with your collaborator in Japan, the process moves through the following steps.
- Deciding the Basic Matters
- Decide the company name, company address, business purpose, and amount of investment, and sign the lease for the company office. (* Your collaborator signs the lease.)

- Company Formation & Notifications
- After drafting the articles of incorporation and completing their notarization at the notary office, the capital is paid in (* it is paid into your collaborator’s bank account), and the incorporation of the company is registered at the Legal Affairs Bureau.

- Filing the Notifications
- Once the company formation is complete, the various notifications are filed. They go to the tax office, the prefectural tax office, the municipal office, the pension office, the Labor Standards Inspection Office, Hello Work, and other authorities. (* Your collaborator files the notifications.)

- Obtaining Business Licenses
- If you will run a business that requires a license (restaurants, real estate, manufacturing, hotels and ryokan, construction, transport, and so on), permission must be obtained from the relevant administrative authorities.

- Applying to Immigration for the Status of Residence
- We collect the necessary documents and prepare the paperwork for the application.
To obtain the Business Manager visa, a business plan, a profit-and-loss plan, a statement of reasons for the application, and other documents must be prepared at the application stage.
As soon as the preparations are complete, the application is filed with Immigration.

- Visa Issuance & Entry into Japan
- After the Certificate of Eligibility is issued, you receive your visa at the Japanese embassy in your country and enter Japan (within three months).
